Technical Accessibility Measures
PMCS Services has implemented the following technical measures to achieve and maintain accessibility conformance:
- Semantic HTML5 landmarks (header, nav, main, footer, section, article) for screen reader navigation.
- ARIA labels, roles, and properties (aria-label, aria-labelledby, aria-describedby, aria-live, aria-expanded, aria-haspopup, aria-current) on all interactive and dynamic components.
- Full keyboard navigability — all features and controls are operable without a mouse, including navigation menus, dropdowns, accordions, forms, and modal dialogs.
- Focus management — visible focus indicators on all interactive elements meeting a minimum 3:1 contrast ratio against adjacent colors.
- Color contrast — all text meets WCAG 2.1 AA minimum ratios: 4.5:1 for normal text and 3:1 for large text and UI components.
- Alternative text on all informational images; decorative images marked aria-hidden="true".
- Form fields associated with visible labels; required fields indicated both visually and programmatically; error messages linked via aria-describedby.
- Skip-to-main-content link provided at the top of every page for keyboard and screen reader users.
- Breadcrumb navigation marked as <nav aria-label="Breadcrumb"> with aria-current="page" on the active item.
- Responsive design supporting zoom up to 400% without loss of content or functionality.
- prefers-reduced-motion media query respected — animations are disabled for users who have requested reduced motion in their OS settings.
- Chat widget and all modal dialogs implement focus traps and return focus to the trigger element on close.

Known Limitations
While PMCS Services strives for full WCAG 2.1 AA conformance, the following limitations are acknowledged and are actively being addressed:
- Third-party embedded content (including certain map widgets and external video players) may not fully conform to WCAG 2.1 AA. We are evaluating accessible alternatives.
- Older PDF documents in our resource library may not be fully tagged for screen reader access. We are updating these documents on a rolling basis.
- Some legacy content pages may not yet reflect all recent remediation work. We conduct periodic audits and prioritize issues by impact.
